For this issue, I suggest you could try to check the following:
1. Check the SFB version in those users’ PC, if possible, please try to update the SFB client to the latest version.
2. Try to perform a
clean boot in Windows to check if it works. This will helps eliminate whether the issue is caused by software conflicts.
3. Try to clear SFB cache files as below:
SFB client cache file: %Userprofile%\AppData\Local\Microsoft\Office\16.0\Lync\sip_XXXXX
SFB Registry: HKEY_CURRENT_USER\Software\Microsoft\Office\16.0\Lync\sip_XXXXX
