Adopting Skype for Business as the primary phone system

One of my clients wants to adopt Skype for Business phones as their primary phones so that they don't have to have an on-premise phone system.
Here are a few major problems:
1. The long distance and international calling plan is sold per phone at $24/month for 3,000 minutes, and they can't be pooled. Given the company size of 300 people, this makes this option cost prohibitive at $7,200/month. Is there another way around this?
2. I can't find any company specialized in deploying SfB phone system. Not sure if anybody can recommend one.
3. Someone said maybe I can pair Skype phones with an on-premise phone connector with SIP trunks to get around the Problem 1, but that's just theory.
Could anybody help please?

Please kindly refer below information:
1. Actually, if your using Office 365, it will be cheaper than on-premises deployment in the long term.
2. You can reach Microsoft Partner if you need assistance for deployment
3. For the Skype phones, if you are talking about the personal Skype, you may unable to achieve it. If you are talking baout the Skype for busines server, we can do this. But the cost will be more than Skype for business online.

Are you use skype for business online now? If so ,you could deploy the CCE to replace the calling plans like the following screenshot.
You could refer to this article about two calling plans for SFB online.

I read the CCE option. It looks it would significantly increase the complexity of my current infrastructure for no good reason except for that Microsoft doesn't offer any reasonable calling plan for Enterprise customers.
Do you know any partner who can do this?
I have reached out to multiple partners and none of them has any clue.

If you do not want to use CCE or buy the calling plan for your organization ,I cannot find any other solution for this.
