The easiest and safest way to accomplish this would be to archive some of the larger data 'files' on the other partitions/drives. I don't recommend moving any 'application', or 'system' folders off of the system volume. The main reason is that this can result in unexpected behavior.
For instance, if you have a large amount of Video/Picture or other files, move the files to the other locations, don't move the folders.
First, use the Disk Cleanup wizard to delete any transitory files.
Press WINKEY+R and type cleanmgr.exe and press OK.
Select Files from all users on this computer.
Leave all of the default check boxes selected.
Click the More Options Tab.
In the System Restore and Shadow Copy section, select the Clean Up button.
In the confirmation box, select the Delete button.
Click OK.
This will remove all but the latest System Restore Points and likely give you a bunch of space back.
After you do this, you will have time to evaluate other options to increase the size of the system volume.
