Hi,
I would like to confirm how you tried to open PPS files in email, save to local drive and then open or open diretly.
According to my test, PowerPoint Viewer 2007 works in Windows 7.
I suggset downloading from the following link and install again:

First, please remove the current version as below:
1. Click the Start Button, type APPWIZ.CPL in the Start Search box and Press Enter.
2. Hight light the PowerPoint Viewer and click Uninstall.
Now, let's install the new one as below:
Install program under compatibility mode & Administrator level

1. Right click on the installation file and click Properties.
2. Click on the Compatibility tab.
3. Select “Run this program in compatibility mode for.”
4. Choose Windows Vista (Service Pack 2) from the drop down list.
5. Select “Run this program as an administrator” option under the Privilege Level topic.
6. Click Apply, click OK.
Right click on the setup file and choose Run as administrator to install it again.
