What is your environment, on-premises or online?
If your environment is on-premises and your organization wants to upgrade to Teams, you need to set up hybrid connectivity with your Office 365
tenant, and determine coexistence requirements if you are moving your users to Teams in phases.

If your environment is online,
you can upgrade users selectively or all-in, based on the upgrade journey that your organization has chosen, by assigning the appropriate coexistence and upgrade mode to your users.
