Intermittent success with being able to approve requests in SM Portal - Approval button sometimes does not "light up"

Anyone have any ideas as to why sometimes I am unable to approve a request in the SM Portal? I am the reviewer for an activity and sometimes I am unable to click the "APPROVE" button and sometimes I cannot. The button doesn't initialize properly every time. Is this a Silverlight bug? I've tried numerous browsers to no avail
