Dedicated Exchange Server blacklisted / MS Outlook and Hotmail Services unreachable.

    Question

  • Hi everybody,

    One of my customers Exchange Server recently got blacklisted by CBL and Microsoft has put them on a blacklist.

    I contacted Outlook support and they provided me with a link, a form I need to fill in to get removed from the blacklist.

    I've tried to fill in this form several times but without any luck.

    The following error persists.

    Access Denied

    You don't have permission to access "http://support.microsoft.com/oas/oasp_handler?" on this server.

    Microsoft told me they aren't arware of any issues with this form.

    I tried three different browsers, 2 other computers and even a clean installed notebook.

    Does anyone have a clue?

  • Hi Tim,

    To fix your issue, I want to confirm:
    1. Does this issue occur on all outbound mail flow?
    2. Any NDR returns if deliver fails?
    3. How about check the blocklist by https://mxtoolbox.com/blacklists.aspx?

    If the message mark as Junk when send message to Office 365, please help the email information and sent ti not_junk@office365.microsoft.com.
    More information about it, for your reference: Submit messages that were tagged as junk but should have been allowed through

    First of all, if your IP landed on some blacklist, in most cases it
    means that some "junk" got out from your IP, either through your
    exchange server or directly (if you didn't properly set your firewall
    rules)
    
    Second, there's no "common method" to remove a given IP from
    whatever DNSBL, so it would be useful to know which lists your
    IP is on or, better, to know your IP address
    
    Third, before asking for removal, you should ensure to check
    why your IP was listed, investigate about the issue and ensure
    to solve it, otherwise you'll get re-listed in a short and, usually,
    the removal requests aren't accepted if repeated too often
    
    Fourth, the "I need help urgent" isn't a good way to get help,
    people here is volunteering his time, so, if your problem is
    really urgent, you'd better place a call to some local consultant
    and have them solve your issue

  • Hi Allen,

    The issue that caused the blacklisting has been resolved about 2 weeks ago.

    When I run a check on mxtoolbox, the IP isn't registered on any list anymore.

    But when the customer sends an e-mail to a hotmail or outlook address, the e-mail bounces and the sender receives a NDR.

    The NDR states a blacklisting 
    Please contact your Internet service provider since part of their network is on our block list (AS3150)

    The customer is able to e-mail to any other address except Microsoft Services.

    Moreover, setup proper DNS record in your ISP, including Reverse PTR Record.

    I just tried to fill in the form again through the link you provided.

    This resulted in the same access denied error.

    I'm still not able to resolve this blacklist issue.

  • So for anyone having this issue, I just got of the phone with Microsoft.

    You can simply email the issue to the following address to get delisted.

     todelist@messaging.microsoft.com

    Nevermind, this email address does not seem to be in use anymore.

  • Microsoft needs to get this fixed, this is ridiculous I've been on hold for about 40 minutes, still waiting for techsupport to pick up the phone.

    An online form that does not work, it gives an error "access denied".
    (tried this on multiple computers, browsers and physical network locations).

    I've called Microsoft three times today, but no one is able to help me.

    I've contacted Outlook.com support, they can't help me and told me the form works fine (which is not).

    I've contacted partner and business support, they gave me an e-mail address that does not exist anymore.
    The address gives an auto-reply with a forwarder to the same worthless online form.

    Third call, being on hold for 40 mins, I just hung up, really this is just ridiculous.

    Simply to get one single IP delisted.
    The customer is having this issue for weeks now..

  • Ok, I'm definitely lost right now..

    I tried so many things, but I'm probably making a mistake filling in the questions on the form.

    I signed in with my personal hotmail account and signed in with the customer his outlook.com account.

    I'm not able to use my Office365 work account to login, it needs to be a Live ID.

    I've even tried to send the form from the corresponding IP that got blacklisted (filled it in the from the server).

    After signing in, I filled in the form as following: 

    Contact name:
    -I used my own name and the owner of the company his name.

    What domain are you sending to:
    hotmail.com

    Contact e-mail address:
    -I tried my work account
    -I tried the info address from the blacklisted server
    -I tried my personal hotmail account
    -I tried the customer his outlook account.
    -I tried the corresponding account I signed in with.

    How would you describe your company or yourself:
    -I tried Other and Business

    Outbound IP:
    -The affected IP address.

    Is your server dedicated or shared:
    -Dedicated

    Copy and paste any error messages:
    -I pasted the Non Delivery Report.

    Provide the URL of your website:
    -I used the customer his URL to their site.

    Whatever I try, I always get the same message.
