As of about a week ago, whenever an email saved in the drafts is sent, the original version is sent. Any modifications made to the saved draft copy before sending are lost.
This has begun to happen to all users in the company on Outlook 2003
Please send the drafts on OWA to determine if it's Outlook Client specific.
Make sure the newest version of draft has been saved before you send it.
Please test the result in Outlook Safe Mode:
Press Win + R and type “outlook.exe /safe” in the blank box, then press Enter.
If there’s no problem in Safe Mode, disable the suspicious add-ins to verify which add-ins caused this issue.

A workaround may be turning off autosave function, check if this helps.
