Voice Mail Preview is as accurate as it will be until they update the code as it does not depend on resources or configuration. The problem is really with the various accents and annunciations and that this feature that was added to Exchange UM was heavily dependent on live voice mails. It is quite resouce intensive on the team as they have to actually hire people to listen to the messages and transcribe them. The feaure will only be as accurate as the amount of actual voice mails that were transcribed.
This is why the feature is only available to 6 languages at the moment, because it involves so much work to get the accuracy up.
To answer your question, there is no way to make it more accurate other than having the person leaving the message speak slowly and clearly.
