If no, please try to take following steps to see if it can work.

    1. Create a new user account, then log on the new account. Here is a link.

        https://support.microsoft.com/en-sg/help/4026923/windows-create-a-local-user-or-administrator-account-in-windows-10

    2. Restart your computer, log on an administrator user account.

    3. Navigate to the folder. ( C:\Users\Rick)

    4. Open the user profile and copy content form it to your new user profile.

    5. Once everything is done, logout from your admin account, and log back in to the new account to see if it can work.

And you could also try to run the System File Checker tool (SFC.exe) to check system files and recovery corrupted files, here are steps:

    1. Open Command Prompt (as administrator).

    2. Type sfc /scannow, and then press Enter.
