1. Theres an old Group Chat sizing tool that may be close as Persistent Chat was Group Chat in Lync. Please note the tool is from OCS but it may give some guidance.

2. For database HA please note Using SQL AlwaysOn Availability Groups is not supported with Persistent Chat Server databases. Information on HA and DR for P chat https://technet.microsoft.com/en-gb/library/dn951400.aspx
3, can use the same file share, it need to be HA capable.
4. P chat data is storage is dependent on room sizes and content added to rooms, you can also deploy the p chat compliance role and it keep all content indefinitely.
