Windows Services Group Policy

    What I'm trying to do is allow certian users to be able to start and stop services on a windows server without giving them admin access.

    Here is what I've done so far:

    1) goto "start" -> "execute..."
    2) type mmc and press OK
    3) goto "File" -> "Add/Remove snap-in"
    4) add "Security templates" and press OK
    5) Then right-clic on node and create new template
    6) Once your new template is created you gain access to "system services"

    Now I've made the necessary permission changes on the service that I want users to access and saved the template.

    My question is now how do i apply this newly created template to local group policy and not effect other policy that is already been set. The only policy that should be changed is this services permission. Everything else should remain the same.
