DHCP server authorization access denied error

I m getting "Access in denied" when I try to authorized a new DHCP scope on my new windows 2008 R2 standard server.
I m using a domain admin account to create the new scope.
how do I ensure that I can add the new dhcp scope for my clients ?

Hi,
Please check if the DHCPserver and DHCPclient services are started. Do you use the Enterprise Administrator account? Do you want to authorize a DHCP Server in a child domain? If so, please check whether the following link helps:

Did you attempt to migrate DHCP database from Windows 2003 server to Windows 2008 server previously? Please also check whether the following link helps:

the new sever is acting as a secondary dns server and dhcp server for a new site office.
its running on windows 2008 r2 standard 64bit.
the dhcp score is for the new site office local domain users.
i have tried using enterprise domain account to authorize the scope. but i m still getting access is denied.
i also encounter another error message - unable to contact Active Directory.
