Generally speaking, corrupted or in-compatible display card driver may cause this type of screen flicking issue.
I would like to confirm whether you have installed the latest drivers for Windows 7. You need to update all driver to Windows 7 compatible version either you upgrade or clean install Windows 7.

If the problem still exist, pls let me know when this issue occurs. Does it start to flicker at startup or just flicker during watch video or play game?
In addition, it may caused by hardware failure and over-loading, I recommend you to submit a case to the HP support to ask them to supply a solution.
