Edward,
Try deleting the folder C:\Windows\SoftwareDistribution\Download. This is where Windows stores download updates that have not yet been installed, and it's possible that you've got something corrupted in there which is preventing it from going through. The system will automatically recreate the folder upon reboot and re-checking for updates.
I'd also recommend disabling any third-party firewall software to make sure that nothing is interfering with the connection to the server.

It's just a test update so you're not going to be missing out on any functionality or security updates, so don't worry if you aren't able to install it. If it prevents you from installing other updates, I suggest you uncheck it next time you run Windows Update.-NickThursday, June 25, 2009 2:17 PM

I APPRECIATE TELLING ME THAT I REALLY DID NOT NEED THE TEST UPDATE, BUT I LIKE TO HAVE EVERY UPDATE INSTALLED, THINKING THAT IF I HAVE A PROBLEM NOW, I MIGHT HAVE A PROBLEM LATER WHEN IT COUNTS THE MOST. THANK YOU
