Call part disconnects after 40 seconds

I have a Lync 2010 deployment where call park is enabled and I am seeing a strange issue. I can successfully park & retrieve a call, but if it is parked longer than 40 seconds the call gets dropped. I configured the CallPickupTimeoutThreshold variable to 00:10:00 and as a test I also set the OnTimeoutURI variable to transfer to the operator. Neither setting changes the fact that the call simply drops after 45 seconds of being parked, and Id appreciate any insight into this problem.
