One computer, 2 users sharing a Office 365 ProPlus license on a Windows 10 Pro OS. One of the users can use Outlook without any issues, while the other user can't do anything in it. Tried about everything. Any ideas.

Not quite sure about how you share the license to two users but as far as I know, Office 365 is licensed to a specific email account/user.
As regards to the problematic user, please have a look via File > Office Account to see if the product is activated under Product Information. If it is not activated, you may need to assign an Office 365 license separately to the user to see the result.
