Outlook - Update VCS file creates appointment with incorrect time zone/DST offsets in detail view - (Calendar Day/Week/Month view correct)

Hi,
I am experiencing an issue with DST/TimeZone offsets for appointments that are imported into Outlook 2016 via vcs files. The first file imported successfully sets up a recurring daily schedule with DST and TimeZone information. Its contents can be seen below:

END:VCALENDARA second vcs file is then imported into Outlook which updates an instance of the recurring series set up by the above file using the REQUEST method. The update changes the start time of one instance from 10AM to 11.10 AM. The contents of the second file are as such:

When the above file is imported into outlook, the correct instance or the recurring series is modified and the adjustment can be seen in the Outlook Calendar Day/Week/Month view:
However when the instance is opened to see its details the start time and end time are offset by one hour:
TIMEZONE and DST information is contained in the 2 VCS files.
This issue is not present when importing these files into Goodle Calendar.
Any help or pointers on getting this resolved for Outlook 2016 would be greatly appreciated.

From the description of the thread, It looks like you have issue with Outlook Application.

Hi Jude Crowther,
Have you checked whether the appointment shows correctly on the web mail?
Does this issue happen to this specific appointment or all appointments imported via .vcs files?
We could try clearing offline files of your Calendar to refresh your Calendar. To do this, please right click your Calendar and then choose Properties. Under general tab, click Clear Offline Items.
