Hi,
We can also try using System Update Readiness Tool before installing.
What is the System Update Readiness Tool?
http://windows.microsoft.com/en-in/windows7/what-is-the-system-update-readiness-tool
And then manually install the security update.
Security Update for Microsoft .NET Framework 4

Meanwhile, refer to the KB that the MVP provided.
If it is not the case, there may have something wrong with the Windows update component.
Try the Fixit or Let me fix it myself in the following kb.
How do I reset Windows Update components?

If the issue persists, please check the CBS.log under C:\Windows\Logs\CBS. You can also upload the logs to your SkyDrive in a public folder and provide us with a link.
Hope this helps,

I have the same problem on XPSP3 all the latest patches. KB2487367 was a high priority security patch in the last security update (final) from April 13 on XP. There were 3 additional non-security patches at the same time KB2600217, KB2468871,KB2533523.
The problem is with the last patch bundle. My history list shows the installation was successful for all of the patches including the 4 listed above. But when you reboot the machine and run windows update it keeps trying to offer KB2487367.
Windows update says the patch has been downloaded and ready to be installed. Is there a way to unwind just the KB2487367 patch so windows update believes it needs to be downloaded all over again.
That way I would get a new patch from scatch ?
