Hi maxwin,
Try the following steps and check if it helps:
1. Make sure that Skype is no longer running.
2. Press the Windows key and R key on your keyboard at the same time.
3. Type %appdata%\skype into the Run window and click OK.
4. Find and delete the shared.xml file. If file extensions are not displayed on your computer, the file will just be called shared.
5. Open the folder that has your Skype name.
6. Locate and delete the config or config.xml file.
7. Press the Windows Key and R key on your keyboard again.
8. Type %appdata% and click Enter.
9. Locate the Skype folder and rename it to Skype_old.
10. Uninstall Skype.
11. Download and install the latest version of Skype using this link:

For further help, it's recommended to submit a new case on Microsoft Skype community as they will be more professional on your issue:
This is the Microsoft Skype community link:
https://answers.microsoft.com/en-us/skype/forum?sort=LastReplyDate&dir=Desc&tab=All&status=all&mod=&modAge=&advFil=&postedAfter=&postedBefore=&threadType=All&isFilterExpanded=false&page=1
The reason why we recommend posting appropriately is you will get the most qualified pool of respondents, and other partners who read the forums regularly can either share their knowledge or learn from your interaction with us.
Thank you for your understanding.
Best regards,
Yilia
