It seems something keep corrupting the configuration that safe mode fixed during a few days. Do you have any third-party add-ins installed in Outlook? If so, we may try to disable these add-ins and then see whether this issue will happen again.
Besides, if you have any anti-virus program installed, please also contact the support of the anti-virus program and try to disable its integration in Outlook. After that, see whether this issue persists.
