The SBA is designed for resilient enterprise voice to branch site, that is, the ability to provide continuous Enterprise Voice service to branch site users in the event that the link to the
central site becomes unavailable. It will be high ability with central site, you could refer to the following link:

If not, you could deploy a full Lync server 2013 in branch site, then pool pair with central site:
