Hi
the GPP approach has been removed with a security patch, because of the security concerns with storing passwords in Group Policy Preferences.
Microsoft has removed the ability to create or modify any Group Policy which contains a Group Policy Preference that specifies account credentials. You can refer to this blog post (Note the blog post also includes a solution to this problem):

Hello
you can download and install RSAT on windows 7.
RSAT: (https://www.microsoft.com/en-us/download/details.aspx?id=7887)
After that enable AD tools and Group policy from Program and features.
Now change your Local user's password from Group Policy Management (on windows 7).
It works fine.
