Hi,
First, you can try to reinstall the application to test the result. If not work, please check whether iTunes works fine in another user account of Windows 7?
If so, the issue can be caused by corrupted user profile of iTunes.
Therefore, I suggest to rename the corrupted user profile of iTunes, run iTunes again and see how it works.
The default location of user profile is %Userprofile%\AppData\Roaming\Apple Computer\iTunes. You can rename iTunes to iTunes.old.
Meanwhile, please note the folder AppData is hidden by default and you may need to set “Show hidden files, folders and drives” in Control Panel -> Appearance and Personalization -> Folder Options.
In addition, a thread for your reference:
If issue persists, it is recommended to contact Apple via iTunes Support for support or post it in apple forum support for more help.
