I have a successfully activated Server 2012 KMS key. In the recent past I have been able to License 2012, 2008R2 Servers without issue. In fact my 2008R2 servers are still able to license via /ato. Last month I even created 5 servers, syspreped them a few times with /generalize and verified I could license them with this KMS server.
Now this month I an longer license my 2012 servers I get the standard:
About not having enough licenses.
So I now Sysprepped over 30 times on 3 different Server 2012 servers and then used:
slmgr.vbs /ipk XC9B7-NBPP2-83J2H-RHMBY-92BT4
Same issue. I have tried through the GUI too, same error.
I have tried rearming the KMS server
I have tried specifying the KMS server via cmd line. I don't think that's the issue though since the attempt count has been going up every time I try /ato from these servers.
In the past when I have seen this in 2008, you just sysprep 5 more servers and everything starts working as it should. I just don't understand this.

As syspre does not help, try clean install 5 servers (to avoid duplicate CMID) and add them to your network to increase the KMS count to 5 (servers). Usually, SYSPREP should work as described in this KB: http://support.microsoft.com/kb/929829
