    which exact management pack should I used to monitor DNS on windows server 2008 r2  with SCOM 2016.

    Here's the management pack you need:
    System Center Management Pack for Windows Server DNS

    The System Center Management Pack for Windows Server DNS supports the following operating systems:

    • Windows Server 2003 DNS 
    • Windows Server 2008 DNS 
    • Windows Server 2008 R2 DNS 
    • Windows Server 2012 DNS 
    • Windows Server 2012 R2 DNS

    These management packs are supported on the System Center Operations Manager 2007 R2 and above, except optional Microsoft.Windows.DNSServer.Generic.Dashboard.mp that is compatible with System Center Operations Manager 2012 and above.

    The System Center Management Pack for Windows Server DNS monitors DNS health, availability, configuration, security, and zone-transfer issues on DNS servers  You can download the System Center Management Pack for Windows Server DNS from here as Leon suggested.
