When you say "My current workstation has used AD RMS and Azure RMS." did you or an administrator follow the
migration instructions? A workstation that uses both AD RMS and Azure RMS at the same time isn't supported & I'm wondering if that could be the cause of this error message. One of the
migration steps is to run scripts that wipe existing configuration data for AD RMS and then redirect communication to Azure RMS.
