  • But in wsus server dashboard it is showing "Server version 3.2.7600.251"

You have installed KB2720211. You still need to install KB2734608 in order to patch Windows 8 and newer systems. Please be sure to perform the required post-installation instructions that are described in KB2734608.

  • You must first install KB2734608 wsus self update and after that KB2828185. I think that restart not needed but I'm not sure. After install these two patch wsus dashboard must show 3.2.7600.262.

You must configure Windows 8.1 client for updates in "product and classifications" but after wsus self update above.

  • You must upgrade your wsus. I am found this announcement:

If you've just installed a new WSUS v3 SP2 server and have not patched it with KB2828185, you need to do that first. This KB rolls up all prior updates to WSUS 3 SP2 (3.2), up to and including KB2734608.

    1. Cancel out of the setup wizard (where you got the "Object moved" error).

    2. Download and install KB2828185. (Follow the instructions in the KB article - http://support.microsoft.com/kb/2828185).

    3. Relaunch the setup wizard from the WSUS console in Options.

  • I do not know what you have currently configured.

Is your group policy configured properly for wsus?

Whether your previous clients pc (xp or other os before win 8.1 upgrades)  have communications with the WSUS server? You can try search about this questions and solutions on google.

Not correct. KB2828185 is a cumulative update, inclusive of both KB2734608 and KB2720211 (and a few other hotfixes released over the past five years). Strictly speaking, KB2828185 is only required in environment with disconnected networks; otherwise KB2734608 is adequate for this need.
