application dotnet failure

I have windows 10 creators update with dotnet 4.7.1 installed.
I have an application that is crashing and the event log is showing dotnet 4.0 is failing.
I checked the registry and it shows dotnet 4.0 and dotnet 4.71 clicnts installed.
How does one remove the dotnet 4.0 client and leave the 4.71 dotnet client on windows 10 creators update? There is nothing listed in updates/apps in programs/features.

even when .Net 4.7.1 is installed, the version of the CLR is "4.0.30319".

Also, I noticed some similar issue that was caused by coding in application itself.
