Port listen error with C# program

  I run my C# program on my sony laptop, it use Win7 home edition.
  
  But when I listen a port(like 12918), it can't receive any data from that port;
  
  Then I input "netstat -a" in cmd line, I found this connection(Also same result in XP compatible mode):
  
  TCP    [2001:0:4137:9e76:3899:3074:3f57:fe9b]:12918  [::]:0                 LISTENING
  
  
  Strange log.  And I also found a interesting thing: I still can start to listen a same port wiht a TCP tool, then netstat show a normal log to me (that strang log still exist):
  
   TCP    0.0.0.0:12918          0.0.0.0:0              LISTENING
  
  now this TCP tool can receive data rightly.
  
  So I think maybe I should use another way to linsten port? I listen port with class "TcpListener".
  Or something setting need to be changed?
