The person who is going to be the Status Manager for every task needs to open the enterprise project, apply any task view (such as the Gantt Chart view), and then temporarily insert the Status Manager column.  He/she will need to click the Status Manager pick list for the first task and select his/her own name in that cell.  He/she can then use the Fill Handle in the cell to fill his/her name into every succeeding task cell, or he/she can select every task and use Edit - Fill - Down.  He/she will then need to save and republish the project.  Hope this helps.
