Hi,
You can't load the photo from local path to Exchange Disclaimer as it is not supported as a built-in feature. Copy the photo in an internet site and load it from there. Also you may try third-party tools and check if this is supported

Based on the existing Exchange features, it's not supported to add a local image to the disclaimer. We have to use the image available from the Internet.

You can use HTML tag to add images to an HTML disclaimer for your signature, and make sure the image is available on the Internet.
Based on the existing Exchange features, it's not supported to add a local image to the disclaimer. We have to use the image available from the Internet.

A simple script is as follows
<img src="http://exchangeonline.in/wp-content/uploads/2012/11/Exchange_2013.png"; alt="LOGO">
Create a Disclaimer rule and use this as a disclaimer text.
For enhanced features you have to choose a third-party solution
