Mail Transport rule will help you for achive your requirement
Mail transport rule:
Apply this rule if: Recipient is a member of "DL"
Do the following: Reject the message or Delete message...
Except if: The sender domain is "domain.com"

on the DL Mail flow settings > Message delivery restrictions
Accept messages from Aricent & Altran
and Enable: Require that all senders are authenticated.

Hello,
Instead of creating an ETR for the same, you mat block the external mailflow from the DL settings itself from Exchange EAC GUI:
Also, I will suggest to perform the change from AD attribute end with the help of EMS:
Set-DistributionGroup -Identity <Name of the DL> -RequireSenderAuthenticationEnabled $true
This will block all external mails to the said DL. Please check from your end and let me know if it fixes the issue.

Hi Satish,
In general, we have to use the condition "The message To or Cc box contains this group" in the transport rule to manage messages sent to a distribution group. However, if there are other recipients in the message, this rule will be applied to them as well.
We have to create a transport rule like this:
If the sender is located outside the domain, To or Cc box contains groupA, reject the message with the explanation. Except if the sender's domain is ...
