Could you provide more information so that we can better understand the isuse you are encountering? like,
-if there is any error message when you try to reply/forward,
-or does the reply/forward buttons disappear?
-what email account you are using?
-a user mailbox with full access or a shared mailbox with limit permission? Any delegate?
-anything else would be helpful.
