How can I patch "R Services (In-Database")?

I've just installed "R Services (In-Database)" onto an existing, updated SQL instance but I can't get the launchpad service to start. Looking online, this seems to be related to the issue:
8. Launchpad services fails to start if the version is different from the R version
Checking the details, I can see that the version of "Launchpad.exe" (13.0.1601.5 - RTM) is different from "sqldk.dll" (13.0.5820.21 - SP2/CU13) but when I run the SP2/CU13 executable, all options for upgrade are greyed-out and clicking on the "R Services (In-Database)" entry it reports "Installed".
How can I update the R Services components which need it?

Suddenly occurred to me!
CU13 is a patch to SP2 and that's why it wouldn't install. I went back and installed SP2 (which reported "Incompletely installed"), then installed CU13 (which reported the same) and consequently the Launchpad service started straight away.

You upgrade R Services components from SQL server setup file or use sqlBindR.exe to Upgrade an Instance of R Services.
I found a similar thread, hope it could help you.
If they all not work, you can try to uninstall the SQL server 2016 SP and CU (Control Panel\Programs\Programs and Features\View installed updates), reinstall the SP and CU for SQL 2016 again.If the response helped, please click "Mark as Answer" and up vote it.

Hi Cathy.
Thanks for getting back to me. We don't really want to install "R Server" on the database server as we won't be using it and removing patching is a bit of a sledgehammer to crack a nut!
It looks like we'll have to wait until the next CU installation, which will bring everything up to the same version and then things should work.
It seems strange that the CU isn't recognising that "R Services" is at a lower version and claims that the CU is "Installed" when it isn't.
