To fix this issue, try these steps.
Step 1: Re register dll files
1. Click Start, type run, click Run, type Regsvr32 %windir%\system32\qmgr.dll, and then click OK.
2. Click Start, type run, click Run, type regsvr32 %windir%\system32\qmgrprxy.dll, and then click OK.
Step 2: Start windows update services
1. Click Start, type services.msc and hit enter.
2. Double-click Background Intelligent Transfer Service. In the General tab, click Start, apply the changes and then click ok.
3. Double-click Windows Update. In the General tab, click Start, apply the changes and then click ok.
4. Double-click Cryptographic services. In the General tab, click Start, apply the changes and then click ok.
5. Visit windows updates site and check if the issue persists.
