For your information, Microsoft has published a new ADMT version (2/9/2018) :
https://www.microsoft.com/en-us/download/confirmation.aspx?id=56570
This tool is now full comptability with Windows 2016 and Windows 10 (in the previous version some bugs with security translation was detected)

That sounds good but is it really true? It doesn't look like a new version, only an updated link to ADMT 3.2 which seems to only officially support Windows Server 2012 R2?
Also, in case it actually works - what version of SQL Express is recommended?

I am also planning for a similar migration. The documentation states:
"The server where you install ADMT can run any supported version of Windows Server, including Windows Server 2012 R2 and Windows Server 2012.
The source and target domain controllers must be writeable, but they can run any supported version of Windows Server with a user interface (not Server Core), including Windows Server 2012 R2 and Windows Server 2012.
The source and target domains must be at Windows Server 2003 domain functional level or higher."
That being the case, the "any supported" phrases make me inclined to say Server 2016 is supported for both the tools and the DC's. It will also be interesting to see if it works with Windows 10!
