Hybrid: Users cannot call using phone numbers between O365 and local users RRS feed

    I setup test user accounts in cloud and am testing how the connection between O365 Skype users and on-premises users works. The users can call each other using "Skype Calls", but they cannot place calls using the phone numbers. When they try to place phone calls using the phone numbers, the message that they receive says "you are not setup to use this calling feature".

    For users that are online, I see the LineURI phone number and for user that are on-premises, I see OnPremLineURI phone number.

    E5, Microsoft Teams, Skype for Business (Plan 2), Exchange Online (Plan 2), Domestic Calling, Phone System, and Audio Conferencing licenses are configured for each user that I am testing.

    Any ideas? What can I do to fix this issue?
