SharePoint 2013 - user with Full Control but got "Sorry, you don't have access to this page" only when Access Request Settings is set. RRS feed

    On one of my site collections, I am having this issue.  any site owners with full control when access Site Settings - Site permission page will get denied with a message "Sorry, you don't have access to this page".  But this is only happen to the top level site and any sub site that inherited permission from the top level site.
    This does not happen to any subsite that have unique permission (un-inherited).

    Another interesting thing I found was this only happen when Access Request Settings is set.  If it is not set then this does not happen.

    I had tried various ways, to make it work but so far, beside not enable Access Request, the other way to make this work is to export the site without security and import it into a new site but that is not a desirable as I will lost all current security settings.

    Beside finding a suitable solution, I also looking for way to just reset the permission at the top level site only as I think that could work for me.

  • I was having the same issue, and giving the Owners group permission to the Access Requests list fixed it for me.

  • Check for master page gallery permission broken.  you can check site permission for any other required list permission is broken or not.

    I checked master page gallery and added the site owner group to it but still that did not fix it.  anywhere else i should look.

  • Can you also check the Site Permission then Some content on this site has different permissions from what you see here.  Show these items. you can find more broken permission here.

    I found Style Library and Site Collection Images have unique permission and I went ahead and inherited them and see that the user have Full Control.  but anyway, I tried and that did not resolve the issue

  • unfortunately not really

    only way that make this work still by not settings Access Request.  If it is not set then this does not happen.

    I ended up reset the permission of the site again.

    I followed the article to give the current site owner group the permission for the access request list but still got the same problem.

    I did a little more research and turned out in my case,  the default site owner group was deleted and the current site owner group was created and giving full control.

    To reset the default site owner group,  you need to open this setup page "/_layouts/15/permsetup.aspx "   and either select the existing group or create new group as site owner group.  I select the current site owner group and hit OK.

    refresh IE and now it is working and I can also set Access Request.
