    FWIW I downloaded your file and had a look at it but my approach would be to run ProcMon to supplement whatever diagnostics that you are getting.   E.g. you may not be able to guess what a particular message implies but seeing its context in terms of the immediately preceding file and registry accesses makes successful inferences about it possible.

    BTW I was using your file as an exercise in understanding how to use PowerShell so I might still be able to find something to say about it.   Off hand I would say it is pretty impenetratable without any context or supplementary knowledge about its content.

    You can download IE9 standalone package and install it in clean boot.

    Also, please refer to the following article to troubleshoot the issue.

    If the issue persists, please upload your %WINDIR%\Logs\IE9_NR_Setup.log to SkyDrive. Also check the related log in Event Log.
