Deafult Search keeps swapping between two search engines.

  I have encountered an interesting bug.
  System: Internet Explorer 11.0.12, Windows 7, 64-bit
  
  The default search provider keep swapping between Google and Stackoverflow.  (Stackoverflow was used as a safe "not google" provider for testing a utility to reset the search engine.)
  
  Now the default search provider occasionally swaps back and forth with no apparent cause.  (the search reset utility is not running at this point.)  I can't seem to figure out what is causing this.
  
  Taking a registry backup (full .reg file as produced by regedit) and copying the settings therein to another win7 machine, with the same version of IE, and the same hardware, does not reproduce the bug.
  
  Anyone have any idea what's going on here?
