Hi,
Is this desktop joined to a domain environment? Are you using a domain account to log in it?
If that is the case, please have a try:
1. Logon to the machine with a local administrator account or another account with administrative privilege.
2. Move the machine to workgroup from domain.
3. Restart the machine and logon with local administrator account.
4. Delete your user profile data or move it a different location.
5. Join the machine back to domain again
6. Restart the machine and log in with your domain account again to see if it helps.
