    Firstly, please let us know the following:

    1. Does the issue also occur with other links?

    2. Whether does it open a new Internet Explorer window or just open a new tab in a same Internet Explorer window?

    Meanwhile, based on my knowledge, please try the following:

    1. Run Internet Explorer (No Add-ons) Mode and test the issue again.

    2. Open Internet Explorer -> Tools -> Internet options. In General tab, please click Settings of Tabs section. And in Tabbed Browsing Settings, please click Restore defaults. Then, please restart your Internet Explorer and see how it works.

    However, if issue persists, please let us know more details about the issue. You can also capture some screenshots of the issue.
