Si può fare, devi modificare le chiavi di registro.
"Important This section, method, or task contains steps that tell you how to modify the registry. However, serious problems might occur if you modify the registry incorrectly. Therefore, make sure that you follow these steps carefully. For added protection, back up the registry before you modify it. Then, you can restore the registry if a problem occurs. For more information about how to back up and restore the registry, click the following article number to view the article in the Microsoft Knowledge Base:
322756 (http://support.microsoft.com/kb/322756/ ) How to back up and restore the registry in WindowsTo re-enable the prompt yourself, follow these steps:
- Click Start, type regedit in the Start Search box, and then press ENTER.
- Locate the following registry subkey:
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Applets\StickyNotes
- Double-click the PROMPT_ON_DELETE registry entry.
- In the Value data box, type 00000001, and then click OK.
- On the File menu, click Exit."
Oppure segui questo "kb" per fare risolvere automaticamente dal "Fix it": You cannot re-enable the prompt to delete a note in Sticky Notes in Windows 7.

Hai visto il "Windows Feedback Program"? Ti lascio il link, nel caso in cui non vorresti aspettare la prossima versione. :)
Potrei avere qualcosa anche per gli altri “settings” che ti interessano, si tratta di un blog post molto interessante, di Franco Leuzzi: Windows 7- Desktop Experience- Qualche dritta…
