  • Try this;

    - Stop the Windows Update Service.
    - Open Command Prompt in admin mode (Click Start. In the search box, type cmd. Right-click on cmd.exe and choose Run as Administrator), type net stop wuauserv, hit Enter (If the command does not complete successfully, run the command again) to stop WU service.
    - Now download and run the Microsoft FixIt tool for Windows Update issues.
    - Also, download and install the latest version of the Windows Update Agent. Be sure to choose the correct version for your operating system and system architecture.
    - Restart your PC.
    - On boot, run Windows Update again.

    If the issue persists, try a Windows 7 in-place upgrade repair. Once the process completes, run WU again.

    - Click 👉 KB4490628 to download and install the Servicing Stack Update for the two updates.

    Note: Microsoft strongly recommends that you install the latest servicing stack update (SSU) for your operating system before you install the latest rollup. SSUs improve the reliability of the update process to mitigate potential issues while you install the Rollup and while applying Microsoft security updates.

    - Click 👉 KB4512486, to directly download and install the update from Microsoft Update Catalog.

  • I recommend again, you perform a repair install, then try updating again.

    Also, go through this release note as it relates to KB4507449, to be sure you're not missing something.
