オンプレExchangeから、Exchange Onineに対し、IMAPでメールデータの移行を行いたいのですが、
管理者アカウント（MBXに対しフルアクセス権あり）のID/pwを使って移行ができません。
【環境】
・Exchange 2016 （検証環境のため 1台構成）
・オンプレEX サービス「Microsoft Exchange IMAP4」「Microsoft
Exchange IMAP4 バックエンド」を開始
・オンプレEx Set-ImapSettings
-ExternalConnectionSettings にて外部URLを設定
※外部URLは、グローバルIPを指定、証明書はローカル証明書
・オンプレＥｘ管理者アカウント：exadmin
・オンプレEX上の移行対象のMBXの「メールボックスの委任」⇒フルアクセス許可にexadmin を設定
・Exo 移行エンドポイント作成済
・Exoにて移行用csv作成

【事象】
移行用csvを以下の形式で作成しジョブを実行するも、管理者アカウントを使ったIMAP移行に失敗します。
エラー的には権限回りだと思うのですが、何が抜けているか、ご存知のかたいらっしゃいませんか。
user001@contoso.edu,contoso-students/user001,P@ssword
user002@contoso.edu,contoso-students/exadmin/user002,P@ssw0rd
※1行目は、ユーザ自身のID/PWを指定しているため、IMAP移行は正常に完了
※2行目は、管理者「exadmin」権限で、user002のメールボックスに接続しIMAP移行 これが失敗
エラー: MigrationPermanentException:
