お世話になっております。
某社でサーバ管理をしているものです。
WSUS2.0からWSUS3.0SP1に構築しなおしております。
WSUSのServerのＯＳは Windows2003Server Standard SP2
クライアントは全てWindowsXP SP2で、全てActiveDirectoryの配下にあります。（ドメインコントローラは別途サーバを立ててます）
%WINDIR%\WindowsUpdate.log
を見ると、
WARNING: Download failed, error = 0x80244019
が出て更新ができない状況です。
まず、ＩＩＳのほうを疑い過去の記事からUrlscanをサーバにインストールして、[Allow Verbs]に「GET」「HEAD」「POST」「OPTION」を入れ（デフォルトで「OPTION」は[Deny Verbs]にありましたが相反すると思い行を削除しました）、[Deny Extentions]から「.exe」の行を削除して様子を見てみましたが、状況は変わりません。
次にＩＩＳの「匿名のアクセスを有効にする」にチェックを入れました。あと「既定のWebサイト」とその配下にある「Selfupdate」のアクセス権で「Authenticated User」に読み取り・実行・一覧の表示の許可の権限を与えました。
この時点でIISのログを見る限りでは

となっており、おそらくIISのとクライアントとの通信はできていると考えています（間違っていたらご指摘ください）
次に「サービス」のほうを当たりましたが、「BITS」と「EventLog」「Automatic Update（自動更新）」はグループポリシーで自動に設定しました。（こちらのほうはエラーになるようなログは見当たらなかったのですが）
以上の設定を試みましたが、未だにアップデートできない状態です。
これが現状です。長々とすみません。

ご質問の件について、私の方でちょっとフォローさせていただこうと思います。
IIS の方で /ClientWebService/client.asmx と /ReportingWebService/ReportingWebService.asmx のログを確認されたとのことですが、一度、更新プログラムのダウンロード元である /Content/ のログも確認されてみてはいかがでしょうか？
Herculy さんの提供してくださった詳細ログを見ますと、"Progress failure bytes total = 0, bytes transferred = 0" という記録が数ヶ所見られますので、/Content/ からのデータ送信が失敗してエラーが発生しているようです。
この状況ですと、以下のポイントを確認することで、何か手掛かりが見つかるかもしれません。 (^^)
- /Content/ にアクセス権が正しく設定されているか？
- /Content/ に該当のバイナリーが存在し、クライアントからアクセスできるかどうか？
また、もしダウンロード元のファイル名が固定である場合は、クライアントの IE にファイルの URL を直接入力し、アクセスできるかどうかを確認してみるのも良いかもしれません。
ファイル名が固定ではない場合は、この方法をお試しいただくことはできないのですが。。。

まず、クライアントのログで出ている 0x80244019 のエラーですが、これは HTTP 404 「ファイルが見つかりません」 エラーになります。
ですので、エラー メッセージから判断をすると、WSUS サーバー上に必要な更新プログラムのコンテンツが無い、と思われます。
WSUS サーバー上では、更新プログラムに対して 「インストール承認」 を設定されたと思うのですが、それらのコンテンツのダウンロードは完了していますでしょうか？
ダウンロードが失敗する要因としては、
- ネットワーク的なエラー
- コンテンツ フォルダ (<ドライブ名>:\WSUS\WsusContents\) のアクセス権が既定のものから変更されている。
WSUS 3.0 管理コンソールのトップ ページに 「ダウンロードの状況」 で、XX MB をダウンロード中と表示されますし、もし失敗していれば更新プログラム一覧に赤い×アイコンが表示されます。
後、注意点としては、切り分けとして試されている Urlscan は本来は必要無く、設定によっては逆に WSUS が正しく動作しなくなります。
また、IIS のアクセス権も変更されているようですが、インストール後の既定の設定は変えず、そのままお使いください。例えば、Selfupdate は既定の設定では 「匿名アクセス」 のみです。
何が既定の設定かについては、テスト的に別のサーバーに WSUS 3.0 をインストールされ、比較をされるのが良いと思います。

マイクロソフトユーザのスーと申します
インターネットとは接続が無いネットワークでWSUSを設置しています（以下「独立WSUS」）
上記の独立WSUSとは別に、インターネットに接続しているWSUSから、コンテンツ（フォルダ「wsuscontent」）と
wsusutilにて作成したcabファイルおよびlogファイルを独立WSUSへ移行し、wsusutilにて独立WSUSへ取り込みましたが、複数クライアントで 0x80244019 が出続けます。
そのため、独立WSUSにて、フォルダ「wsuscontent」の同じフォルダにある他のフォルダ並びにフォルダ「wsuscontent」の上位フォルダについてユーザ「USER」とadminグループにフルアクセス権限を付与しましたが、0x80244019 が出続けます。
上記の様な独立WSUSでは、インターネットに接続しているWSUSでは設定しない他の設定内容が有るのでしょうか
（独立WSUSにおいて、自サーバ内で動作しているWSUSにアクセスするように設定しても、同様に0x80244019 が出続けます）
尚、WSUSのverは3.0SP1で、OSはwindowsserver2008SP1です
