KB3045999 (MS15-038) causing multiple exe failures (0xc0000018) RRS feed

  • I'm seeing an issue on nearly 70 pc's after installing KB3045999. The dialog that appears over and over is "APP NAME:  The application was unable to start correctly (0xc0000018). Click OK to close the application."  This happens upon first boot after installing the update.  taskmgr.exe fails, cmd.exe fails, explorer.exe, mmc.exe, and many others.  Some apps continue to work like firefox or chrome.   If I remove this update, the symptoms go away. 

    Windows 7 Professional sp1 x64

    Dell Optiplex 9020 (not limited to this model)

  • McAfee has notified us of an issue with DLP Endpoint and KB3045999.  We run DLP on the machines that were affected.

    Problem

    Several applications fail to start after you install Microsoft Patch MS15-038 on systems with DLP Endpoint. Affected applications include, but are not limited to:
    • CMD.EXE
    • Explorer.EXE
    • MMC-based applications
    • Microsoft Office applications
    • PowerShell
    Example startup errors include:
    • csc.exe- Application Error -- The application was unable to start correctly (0xc0000142)
    • iexplore.exe- Application Error -- The application was unable to start correctly (0xc0000018)
    • mmc.exe- Application Error -- The application was unable to start correctly (0xc0000018)
    • cmd.exe- Application Error -- The application was unable to start correctly (0xc0000018)

    Cause

    This issue is currently under investigation.

    Solution

    Intel Security is investigating this issue. Contact Technical Support and quote this article number.

    Microsoft is also investigating this issue.  Please open a support ticket with Microsoft as well.

    I suspect there is a conflict here .
    We can try to install this KB manually in clean boot to have a check .

    If the issue persists ,please install the System Update Readiness Tool and then install it again to have a check .

  • Hello All

    It is serious issue. Affecting Windows 7 64 bit Sp1 OS only so far in our environment. No use of clean boot option. Once you uninstall this KB then everything returns to normal.

    Just wondering MS really tests their update before final release or not.

    I have tried to install this KB 3045999 in my Windows 7 Enterprise machine and it can work well .So I think this issue is caused by some specific environment .

    Have you tried to run the System Update Readiness Tool and then install it manually to have a check ?

    If it has been installed ,please uninstall it and reinstall it after running the System Update Readiness Tool.

    "0xc0000018"means the specific address range conflicts with the address space .We can try to perform a clean boot to have a troubleshoot .

  • Hi,

    we had the same problem this morning.

    Problem was solved in our envirloment by not one, not two, but after doing 3 OS restarts.

    It is confirmed on about 15 computers. On all after third system restart problem dissappers.

  • Good afternoon. We have this same problem, and affection we all pc with Windows 7 64bit. (About 50). The help desk guys are being reminded of all my family, as this update was installed wsus massively. To top it off, you can not perform the bulk removal. The case remains under investigation?   • Good afternoon again, and I could fix the problem. Load a ticket at McAfee, and released a patch (DLP 9.3.425) containing 25 hotfix that resolves the problem starts.
