If you're trying to change the icon of a program that is pinned to the taskbar, first unpin it, then change the shortcut icon. After you launch the program and repin it again you should have the icon you desire.

Not sure if this is what you are looking for, but you can check "use small icons" under taskbar properties, which will make the taskbar and all of it's buttons smaller. You may also want to increase your screen resolution, if possible, which will make all icons appear smaller.
If you are just trying to change the appearance of the icon for IE9, you can bring up the properties for it's shortcut and select another icon for it.
