How should one use Highlighter for the IE9?
Are you looking at the Developer Tools Outline Elements dialog?

FWIW I haven't been able to get it to work as described either. I thought perhaps it might work in conjunction with the Ruler but that doesn't seem to be the case. E.g the only color I see when using the Ruler is the one that the Ruler
is set to, not any that the Outline Elements dialog has set.
How are you trying to use it?

Edit: I just realized that I am testing this while using IE10 (on W8) where I haven't been able to use the Find tool (Ctrl-b) either. That works for me in IE9 (on W7). I will have to retest when I get back to IE9.
